Phil Hamshaw

Phil is a seasoned transport planning specialist with more than 30 years’ experience helping complex development projects move from concept to consent across the UK. He advises on the movement, access and traffic implications of major commercial, residential, healthcare and leisure schemes, alongside large-scale mixed-use regeneration, wind energy, and recycling and waste developments.
Known for his practical, solutions-focused approach, Phil supports clients at every stage of the process — from early feasibility and transport strategy through to detailed design and delivery. He has a strong track record of working with local highway authorities, Transport for London and National Highways to resolve challenging access and transport issues and secure planning approvals.

Phil also brings significant Public Inquiry and DCO experience, regularly preparing and presenting expert witness evidence for major development proposals. Blending strategic insight with hands-on delivery expertise, he helps clients navigate complex planning and transport challenges and unlock sustainable, deliverable schemes

Rachel Stout

Rachel is a Principal Consultant working across the Basingstoke and Bristol offices, with 10 years’ experience in transport planning. She supports a wide range of projects, from smaller residential schemes to large strategic developments across the South of England.

She provides clear, practical advice across the planning process, including transport assessments, travel plans and supporting technical work. Rachel also leads iTransport’s Travel Plan portfolio, overseeing implementation across a wide range of sites and ensuring compliance with planning conditions and S106 requirements.

Known for her collaborative approach, she works closely with clients and local authorities to deliver transport strategies that support sustainable, successful development.

Mark Gimingham

Mark is Managing Partner and one of the founders of iTransport, with over 25 years’ experience in transport planning.

He advises on major development projects across the UK, specialising in strategic residential and commercial schemes. Mark is known for developing clear transport strategies for complex sites and leading negotiations with local authorities and National Highways.

With a long track record of successful projects, he provides strategic leadership to both clients and the business, helping shape developments that are deliverable, sustainable and commercially successful.
